Further, if the Congress or the next POTUS decides to cancel all of the projects like the F-35 JSF or Sea Wolf attack submarine; the money spent already could simply be considered as an exercise in research. All of the weapons systems that have been purchased under my time as President were authorized by the previous administration. While under my Administration, several programs have been started at the cost of tens of billions of dollars; no real program has actually gone into production at the cost of Trillions of dollars.

Further, if the Congress or the next POTUS decides to cancel all of the projects like the F-35 JSF or Sea Wolf attack submarine; the money spent already could simply be considered as an exercise in research.
